New Standing Order effective March7
governing Objections
to Confirmation
Beginning
Monday, March 10, 2008, our Court will implement the Reduced Paper Module (RPM)
within CM/ECF. This feature will eliminate the mailing of paper
notices through the Bankruptcy Noticing Center (BNC) to registered CM/ECF e-mail
recipients. This eliminates the need for registered users to sort through
duplicate paper and electronic notices. Under RPM, debtors, creditors, and other
parties not registered as CM/ECF users continue to receive paper notices through
the BNC.
Since e-mail will be the only method of
service to registered users, it is extremely important that all registered users
update their e-mail address immediately in the event of a change.
As previously mentioned in our Summer 2007
Newsletter, it is up to the attorney to ensure that they receive e-mail notices
in a timely manner. An attorney can run the “Activity in My Cases” Report to
verify what e-mails they should have received. The Clerk’s office cannot
re-send any lost e-mails. However, the Clerk’s office will make every effort
to ensure that e-mail delivery failures due to isolated circumstances beyond the
recipient’s control are delivered when the problem is identified.

CM/ECF Release 3.1.6 was installed
November 25, 2007. See

for a summary of changes. All attorneys using Case Upload should check with your petition preparation
software vendor immediately for the latest updates to ensure compatibility with
CM/ECF Release 3.1.6. Without these updates, your Case Upload files may be
rejected with CM/ECF Release 3.1.6.
Amended Bankruptcy Official Forms effective on December 1, 2007
At its September 2007 meeting, the Judicial Conference approved proposed amendments to Bankruptcy Official Forms 1, 3A, 3B, 4, 5, 6, 7, 9, 10, 16A, 18, 19, 21, 23, and 24. The amendments will be effective on December 1, 2007. Copies of the amended forms are available at

hearing dates will be:
LONDON: First Wednesday after the 3rd
Tuesday
LEXINGTON / FRANKFORT: First Thursday after
the 3rd Tuesday.
No other divisions are affected, and hearing times remain the same.

+CM is NOT Vista-ready
Microsoft has released a new version of its windows software called Vista. Since it is
such a major change to previous Windows versions there may be compatibility
issues that need to be resolved.
Compatibility with CM/ECF
has NOT been thoroughly tested and therefore we cannot support your use of it at
this time. Also note that much of the software on your current computers
may not run either. One notable item is your petition preparation software.
Thorough testing on non-production machines is STRONGLY RECOMMENDED.
+Announcing Changes
to On-Line Payment System
ATTENTION all
users of the on-line payment system (Pay.Gov). If you use a credit card to pay
filing fees to the Court through CM/ECF, please read the following important
information. Effective Thursday, February 1, 2007, Pay.Gov will be updating
their software. In addition to requiring users to insert their credit card
account number, type of card and expiration date, the new software will
prompt payers to provide their "security code". [The security code
is usually a 3-digit numerical code located on the reverse side of your credit
card, following your account number.]
The population of
the security code field is mandatory as of February 1, 2007.
Please notify the appropriate personnel on your staff of this change.
+Browser Issues
Please note that CM Version 3.1 is
designed to work with Netscape 7.2 and Internet Explorer 6, and may not function
correctly with other versions of these browsers. (Pay.gov, the agency that
processes credit card payments for the Judiciary, requires the use of Internet
Explorer.) For those users who prefer to use Netscape to file documents in
CM/ECF, you will need to choose the “Continue Filing / Pay Later” option for
any accrued fees. Within 24 hours of accumulating the fee, the filer, or
their designee, will need to login to CM/ECF using Internet Explorer (IE) to pay
the required fee by selecting the Utilities Menu and choosing the Internet
Payments Due option.
