Amendments to the Federal Rules of Bankruptcy Procedure took effect on December 1,
2008. The
amendments and new rules implement substantive and procedural changes to the
Bankruptcy Code made by the Bankruptcy Abuse Prevention and Consumer Protection
Act of 2005. They will also supersede interim Bankruptcy Rules adopted generally
by the bankruptcy courts in October 2005 when most provisions of the Act took
effect. Because the new rules will supersede the interim rules on December 1,
2008, bankruptcy courts have been advised to repeal their interim
rules when the new rules take effect on December 1, 2008. The amendments and new

Beginning
Monday, March 10, 2008, our Court implemented the Reduced Paper Module (RPM)
within CM/ECF. This feature eliminates mailing of paper
notices through the Bankruptcy Noticing Center (BNC) to registered CM/ECF e-mail
recipients. This removes the need for registered users to sort through
duplicate paper and electronic notices. Under RPM, debtors, creditors, and other
parties not registered as CM/ECF users continue to receive paper notices through
the BNC. Since e-mail will be the only method of
service to registered users, it is extremely important that all registered users
update their e-mail address immediately in the event of a change. It is up to the attorney to ensure that they receive e-mail notices
in a timely manner. An attorney can run the “Activity in My Cases” Report to
verify what e-mails they should have received. The Clerk’s office cannot
re-send any lost e-mails. However, the Clerk’s office will make every effort
to ensure that e-mail delivery failures due to isolated circumstances beyond the
recipient’s control are delivered when the problem is identified.
New Privacy Rules
December 1, 2007:
On December 1 amendments to the Federal Rules of Bankruptcy Procedure implementing the E-Government Act of 2002
became effective. The amendments require that personal identification information be redacted from documents filed with the court — individuals' SSN and taxpayer ID numbers, names of minor children, financial account numbers, dates of birth, and, in criminal cases, home addresses.

Changes to On-Line Payment System - 2/1/07: All users of the on-line payment system (Pay.Gov). If you use a credit card to pay filing fees to the Court through CM/ECF, please read the following important information. Effective Thursday, February 1, 2007, Pay.Gov will be updating their software. In addition to requiring users to insert their credit card account number, type of card and expiration date, the new software will prompt payers to provide their "security code". [The security code is usually a 3-digit numerical code located on the reverse side of your credit card, following your account number.] The population of the security code field is mandatory as of February 1, 2007. Please notify the appropriate personnel on your staff of this change.Browser Issues:
Please note that CM Version 3.1 is designed to work with Netscape 7.2 and Internet Explorer 6, and may not function correctly with other versions of these browsers. (Pay.gov, the agency that processes credit card payments for the Judiciary, requires the use of Internet Explorer.) For those users who prefer to use Netscape to file documents in CM/ECF, you will need to choose the “Continue Filing / Pay Later” option for any accrued fees. Within 24 hours of accumulating the fee, the filer, or their designee, will need to login to CM/ECF using Internet Explorer (IE) to pay the required fee by selecting the Utilities Menu and choosing the Internet Payments Due option. Note: Netscape is no longer being receiving regular security updates. Therefore, we can no longer support its use for accessing any governmental system, including CM/ECF!
